Water damage in bunkers should be treated as Ground Under Repair and relief should be taken under Rule 16.1c (if the ball has to be dropped outside the bunker in order to take relief then this will incur a one stroke penalty)

The fairway bunkers on the right of the 6th and 7th fairway, and to the left of the 8th fairway are declared to be part of the General Area and should be treated as Ground Under Repair. Relief should be taken under Rule 16.1b
